How to decide
Start with the reason Codex is not fitting
Do not search for a replacement by brand alone. If the problem is that task delegation feels too detached from daily coding, evaluate Claude Code for a terminal-led iterative loop. If the problem is that developers want AI inside the editor, evaluate Cursor or Windsurf. If the organisation needs continuity with its existing GitHub and IDE estate, evaluate GitHub Copilot. If a different CLI or provider ecosystem is the core requirement, evaluate Gemini CLI after checking access and governance.
Choose by workflow
- Terminal collaboration: Claude Code for exploration, commands, and iterative correction.
- Editor-centred work: Cursor or Windsurf for developers who stay in an AI-native editor.
- Existing IDE and GitHub adoption: GitHub Copilot for lower workflow disruption.
- Ecosystem-specific CLI evaluation: Gemini CLI where the relevant developer ecosystem fits.
Keep the trial narrow
Use the same repository issue across candidates. Define who approves commands, what data may be accessed, and what tests count as done. A tool is not an alternative if it cannot pass the review and governance constraints of the original job.
